There are exactly 1,000,000,000,000,000,000 wei in 1 ether, which is 10 to the 18th power. Wei is the smallest indivisible unit of ether, so every ether amount can be expressed as a whole number of wei. To go from ether to wei you multiply by 10^18, and to go from wei to ether you divide by 10^18.

Ether is divisible down to 18 decimal places, and wei is that smallest unit, which lets the protocol handle tiny fractional amounts without rounding errors. Gwei is a convenient middle unit because gas fees are far smaller than 1 ETH but much larger than 1 wei, so quoting them in gwei keeps the numbers readable.
